You could ship a tiny parcel from a warehouse in Shenzhen or South Carolina to a customer in Sussex, and as long as it was under a certain value, the taxman didn’t even blink. No duty. Minimal paperwork. Just a straight line from click to doorstep.

But those days are dead. Or at least, they’re in the emergency room.

Three continents are now writing three completely different rulebooks for your parcels. If you only learn one country’s rules, the other two are going to catch you out; and for an established brand doing £1m to £10m in revenue, that “catch” isn’t just a slap on the wrist. It’s an imploding customer experience, a mountain of “return to sender” stickers, and a bottom line that’s leaking cash faster than a sieve.

For years, the US had an incredibly generous $800 threshold. Anything under that came in duty-free. But in late 2025, that door slammed shut. They switched it off completely for specific regions and then for the rest of the world. No transition periods; no complicated sliding scales. Just fast, hard, and done.

Why the sudden aggression? It wasn’t just about the money. The US government was fearing the “flood” of barely-checked parcels; citing everything from trade leverage to the fentanyl crisis as reasons to lock down the border. The cash goes straight into the central Treasury. It’s a blunt instrument designed to stop the flow of millions of tiny, duty-free shipments.

If you’re shipping into the States, you aren’t just “sending a parcel” anymore; you’re navigating a trade war.

The End of Cheap Parcels

The European Union: The Structured, Slow Rulebook

The EU, in true Brussels fashion, has opted for something a bit more… bureaucratic. Their rulebook is structured, slow, and aims for total long-term control.

From July 2026, the EU is introducing a flat three-euro duty per item line on low-value parcels. Notice I didn’t say “per parcel.” If your customer orders three different products with three different HS codes, you could be looking at nine euros in duty before the box even leaves the warehouse.

But here’s the expert secret: this €3 charge is just a bridge. It’s a temporary measure that expires in 2028. Why? Because the EU is building a centralised customs data system. They want every single parcel to pass through a digital eye that checks product safety and ensures a “level playing field” for EU retailers.

The money flows up to the central budget in Brussels. It’s a slower move than the US, but it’s more systematic. They aren’t just trying to collect tax; they’re trying to build a digital wall.

The UK: The Late Rulebook

And then we have the UK. Britain is writing the “late” rulebook. While the US has already moved and the EU is counting down to July, the UK is still holding the pen.

The current £135 relief is scheduled to be scrapped, but not until 2029 at the earliest. The exact mechanism? Still being debated in the halls of Westminster. The drivers here are mostly domestic retailers; the high-street giants and established e-commerce brands demanding a level playing field against international marketplaces.

The UK is the last to move, which gives you time. But don’t mistake “late” for “not happening.” The destination is the same; it’s just the arrival time that’s different.

When you put these three side-by-side, the “revelation” is simple: the era of shipping tiny parcels across the world duty-free is ending. Everywhere. It’s happening at three different speeds and in three different styles, but the direction of travel is fixed.

So, how do you protect your brand? Whether you’re selling into Ohio, Lyon, or Manchester, the survival kit is the same.

1. Get Your Product Data Right

Duty is now tied to HS codes and descriptions. If your data is “vague,” your parcels will get stuck.   • Lower volume? Use a duties-paid service (DDP). Handle the duty upfront so your customer isn’t ambushed.
  • Higher, steady volume? Stop shipping across borders. Hold stock inside that market and ship locally. You skip the per-parcel charge altogether and offer a much better experience.
